Exactly. It's how the Roman Empire was able to remain an unopposed autocracy. It's how the Third Reich was able to gain control of Germany. Along with the iron fist of their rulers, both the Third Reich and the Roman Empire propogated Christianity as the only acceptable religion. Not that Christianity was the sole cause of the persecution faced in these two systems, of course. But, it's an obvious example of how it can be abused nonetheless.
